Is Railway Budget an Election or Bengal Budget ?

Today the Rail budget for FY 2011-12 has been announced bye the Railway Minister Mamata Banerjee and as expected the basket is full of offerings for her state WB and the rest of the country just dried up as it was expected. And as the assembly polls are next in WB Mamta dint leave any stone unturned to lure her state. But my question here, is it ethical to deposit the revenue in one state where the other states too contribute in the same fashion to the central government ?And is it not the ministers duty to delegate the resources equally among the less developed states & areas of high potential ?Rather than giving much to the local state. This has become a trademark for every Railway minster to give special attention to the home state. The same went for Lalu & the present Minister Mamta...Fifty-six new express trains, 9 Duronto and 3 new shatabdis, too, were announced so as to meet with growing demands.Double Decker trains a reality in India & a Super Ac class has been introduced but I am much disappointed by the fact that the Northern states like Punjad, J&k, Haryana,Delhi are dried up in the Budget. It may be a Election oriented budget as Tamil Nadu,West Bengal are much benefited in the Budget.Anyway there is no hike in the passenger fare is a welcome status but it could be an election move as Mamta who is aiming to be the next CM in West bengal could not bear the fare hike in the much inflated national economy. After all I am here to condemn the regional importacne & the tradition run by the ministers and in a democratic country like ours we must look out for no disparity...
